Commencing 14 November 2025, Ministerial Direction 115 dictates that the Department of Home Affairs process offshore Subclass 500 applications using a strict priority matrix tied directly to institutional enrolment levels. If your education provider exceeds its allocated capacity, your application priority drops automatically.
The Three Priority Tiers
The processing speed of your visa is determined by where your provider sits against its annual indicative allocation in the PRISMS system:
Automatic Priority 1 Categories
Regardless of an institution's capacity thresholds, specific applicant cohorts are legally insulated and automatically receive Priority 1 processing:
- Students enrolled with a public TAFE Provider.
- Postgraduate research, school, standalone ELICOS, and pilot training students.
- Foreign Affairs, Defence, or Commonwealth-sponsored scholarship holders.
- Students from the Pacific or Timor-Leste.
⚠️ The Integrity Override:
A high priority tier does not guarantee an automated grant. The Department retains full operational flexibility to pause and heavily scrutinise any application flagged for integrity concerns. Integrity checks always override standard speed frameworks.
